Quezon City, Philippines — In a decisive stride toward strengthening ethical governance and procedural integrity in public service, officials from Marinduque State University attended the Seminar Workshop on Administrative Justice from September 30 to October 2, 2025, in Quezon City, hosted by the Civil Service Commission (CSC) Region IV. The event convened legal experts, administrative officers, and HR practitioners from across the region to deepen their understanding of disciplinary mechanisms and due process within the civil service.
With the steadfast support and guidance of MarSU President, Prof. Diosdado P. Zulueta, Atty. Arlyn R. Retardo (Legal Unit Head) and Executive Assistant Ms. Lenie P. Zulueta joined the activity with discussion highlights on frameworks of CSC Memorandum No. 2, series of 2001, which outlines the principles of administrative due process, and the newly updated 2025 Revised Rules on Administrative Cases in the Civil Service (RACCS).
The seminar also served as a platform for inter-agency dialogue, with attendees sharing best practices and challenges in implementing disciplinary protocols. With active participation, MarSU affirms its role as a catalyst for ethical leadership, ensuring that administrative justice remains both principled and practical in the service of the Filipino people.
