National Commission for Culture and the Arts (NCCA) Philippine Cultural Education Program (PCEP) had to adapt to the new Culture-based Education landscape. Due to the constraints of the Luzon-wide lockdown and various limitation to fiscal management, we have to be firm enough but flexible to make the necessary adjustments that is needed along the way. We are glad to partner once again with the Marinduque State University which saw the Graduate Diploma in Cultural Education (GDCE) level through tough times.
Just the same, since PCEP is the Cultural Education arm of NCCA there is an impetus to change for the better. Through PCEP 2018-2023 plan has to undergo several retrofitting and adjustments. While the main objective stays the same, to provide the direction, purposes and strategies that would disseminate cultural education in the country as NCCA’s flagship program it has to find ways to continue.
Given this context, there is an on-going retooling, revision and exploration to GDCE’s curricular design, faculty, schedule, platform and even mode of delivery. Mimaropa is fortunate to have a robust network, creative hub and HEI partner in Marinduque. We welcome the emergence of the new generation of teacher-scholars in the region who have tempered hearts, souls and minds.

The Marinduque State College family would like to greet our teacher-scholars from MiMaRoPa happy teachers month! September 5 to October 5 is dedicated for teachers and educators. September is also for our Lingkod Bayani, the frontliners in the government service. Despite the ongoing worldwide pandemic,
there is still the climate crisis and we need to comeback to the sustainable folkways of our ancestors.
We salute our academic frontliners, our teachers and educators! We are in the forefront of the Covid19 pandemic and the climate emergency, hence the theme for the Cultural Education 204: Issues in Cultural Education web symposium is fitting and timely. The CulEd 204 class of Mimaropa Teacher-Scholars chose, “The Two Faces of the Coin: The Environmental and Social Role in Culture-based Education” for the web symposium to encapsulate the level 2 Graduate Diploma in Cultural Education class.
We also give honor to the newly formed, HEarth Movement, a youth-serving organization in our very own province of Marinduque gearing towards environmental protection and conservation, and youth-participatory approaches among its people. Likewise, we also share the Balay Sibuyanon’s mission to instill love for the environment and its people, the Sibuyan island in Romblon’s organization aims to build a sense of awareness and initiative in developing the
current state of the society and the environment.
With the same vein, Hearth Movement has three primary pillars, the Organization’s philosophy as a Center of Youth and Societal Development, and Sustainable Environment advocates which focuses on addressing issues and problems and formulate solutions for the betterment of the people, society, and environment.
We long for a monument of hope and love for the people, society, and environment. We at MSC also advocate what the HEarth Movement and Balay Sibuyanon advocate; a better pandemic future for our province and beyond.
Starting this November, we kickstart the countdown activities for the 70 th MSC Founding Anniversary. MSC will also have Christmas in our Hearts Outreach. By next year, we will launch the MSC station ID and have a benefit concert spearheaded by the Culture and Arts. MSC would also be launching the MSC museum and icons. Please keep up with our official social media accounts for the most recent updates.
Again, our appreciation to the National Commission for Culture and the Arts, Philippine Cultural Education Program and the Graduate Diploma in Cultural Education. As an old Indonesian adage say, our seas, islands and the environment, our future. Please continue to take care of our environment and culture!

CulEd 204: Issues in Cultural Education Message
Pagbati at pasasalamat sa Pambansang Komisyon para sa Kultura at mga Sining (NCCA), Philippine Cultural Education Program (PCEP) at School of Graduate Education and Professional Studies (SGEPS) ng Marinduque State College. Lalo’t higit sa mga titser-iskolar ng Mimaropa na kumuha ng CulEd 204: Issues in Cultural Education ngayong Level 2 ng Graduate Education in Cultural Education.
Maraming pagbabago ang nagaganap at pagbabagong magaganap pa sa bingit ng pandemyang Covid19. Nagkaroon ng mga konkretong hakbang upang mapag-ibayo at mapainam pa ang GDCE sa rehiyong Mimaropa. Liban sa bagong delivery mode na flexible, online at remote ay dinagdagan pa ng mga modyul para sa mga GDCE titser-iskolar upang magsilbing gabay sa mga hamon at gawain ng kurso ng Cultural Education. Ang unang modyul ay para sa kasalukuyang daigdig ng VUCA (Volatile, Uncertain, Complex at Ambiguous). Mayroong indibidwal at pangkatang gawain dito kung saan kinakailangan ng mga batayan at salalayang babasahin sa cultural literacy, culture-based education at cultural education. Ang Modyul 2 naman ay tungkol sa Matrix ng Logframe para matiyak ang isyu at hinaing ng mga mismong kalahok, nagsagawa ng participants’ analysis at paggawa ng diagram ng problem at objective tree. Habang ang Modyul 3 naman ay pagproseso gamit ang Open Space Technologies para mapalalim at mapalawak ang mga natukoy na mga problema at usapin sa Edukasyong Pangkultura. Sa puntong ito, ang kasunod na kahingian ay tampok sa Modyul 4 ay para naman sa mga Sagisag Kultura sa pamamagitan ng Appreciative Inquiry at SOAR (Strength, Opportunities, Aspirations at Results). Ang huling modyul 5 ay para naman sa paglalatag ng 4×4 na logframe sa anyo ng mga adhikain, kwento, web symposium at proceedings para sa mga input at impacts.
Ang mga titser-iskolar ay hinati sa apat na grupo sa unang apat na araw. Habang lalo pang dumami ang mga pangkat habang kumunti naman ang bilang mga miyembro nito. Para sa modyul 4, nagkaroon ng palihan ng apat na grupo. Ang unang pangkat ay nagtalakay ng tungkol sa mga paksa ng Teknolohiya, Kalikasan at Kalamidad. Ang ikalawang pangkat ay nag-usap naman ukol sa sakit, pananakop at tunggalian. Ang ikatlong pangkat naman ay nagsamasama para pag-isipan ang trauma, alaala at etika. Samantala ang huling pangkat, nagpadaloy ng para sa propesyonalismo, likas-kaya at pamayanan.
Sa huli, pinamilian ng mga titser-iskolar ang mga sumusunod na paksa para sa huling gawain: Racial capitalism and Philippine Neoliberal Education, Global Borderless Society in the Age of Pandemic, Philippine Colonial and Decolonization Processes at Environmental, Social and Cultural Justice as foundations of Culture-based Education. Ang pinakahuli ang napagkayarian na siyang tampok ang Balay Sibuyanon at Hearth Movement para mapagitaw ang mga usapin ng kalikasan at kalinangang kabuluhan sa planeta hindi lamang sa Asya, kapuluan o sa ating isla.
Muli, pagbati at pasasalamat sa mga titser-iskolar. Nasa inyo ang apoy at lagablab ng hiraya. Patuloy na pagningasin ito saanman makarating! Mag-ingat at pagpalain.
