Quezon City, Philippines — True to its commitment in the budgeting process and transparent resource utilization, officials from Marinduque State University led by Prof. Diosdado P. Zulueta (University President) participated in the Department of Budget Management (DBM) Regional Budget Forum for the Fiscal Year (FY) 2026 Budget Preparation on January 30, 2025 at the Hive and Convention Place, Diliman, Quezon City.

Together with PDPZ were Asso. Prof. Alfredo M. Ofrecio III (Director, Financial Services/Chief of PMS), Ms. Erma E. Reyes (Supervising Administrative Officer/ Head HRM Unit), Ms. Kristine Mae Montaron (Accountant III), Ms. Mila Grace Gutierrez (Planning Officer III) and Ms. Jewayrie R. Reforma (Administrative Officer IV).

The program commenced with the opening remarks from Director, Ricky L. Sanchez, CESO III, who stated “We need to manage and utilize our limited resources [funds] to ensure our deficit is controlled and to allocate funds effectively to our stakeholders.”

It was followed by a presentation on the FY 2026 Budget Preparation overview by Ms. Rhodora P. Toyco, reminders for the preparation of budget proposals for inclusion in agency Personal Services (PS), Maintenance and Other Operating Expenses (MOOE), and Capital Outlay (CO) budgets by Ms. Cecille D. Santos, updates on budget preparation forms and instructions by Ms. Mary Ellenor T. Flores, submission requirements and the budget preparation calendar by Mr. Antonio B. Hernandez, and a presentation on Gender and Development (GAD) Planning and Budgeting by Ms. Novalyn D. Asuncion. An open forum was held, followed by the closing remarks from Assistant Director Crystine S. Cuartero.

This significant event underscores the university’s commitment to actively engaging with key stakeholders in the budgeting process. The DBM Regional Budget Forum provides a platform for institutions to contribute to the development of the national budget, ensuring that resource allocation aligns with the priorities and needs of various sectors, including education.
