Manila, Philippines — In its steadfast commitment to transparency, accountability, and institutional excellence, Marinduque State University (MarSU), led by University President Prof. Diosdado P. Zulueta, begins participating today in the First Leg of “The New Government Procurement Act (NGPA): Deepening Understanding and Strengthening Implementation in SUCs” organized by the Philippine Association of State Universities and Colleges (PASUC) in partnership with the Government Procurement Policy Board–Technical Support Office (GPPB-TSO) as part of the nationwide NGPA Caravan for SUCs at the Grand Ballroom, Manila Prince Hotel, Ermita, Manila on October 27, 2025.

The three-day seminar aims to deepen the knowledge and strengthen the competencies of SUC leaders, procurement practitioners, and stakeholders in implementing Republic Act No. 12009, or the New Government Procurement Act (NGPA). Topics include its Implementing Rules and Regulations (IRR), strategic procurement planning, modes of public procurement, contract implementation and sanction mechanisms, and the modernization of procurement practices through digital platforms such as PhilGEPS.

A major highlight of the event is the Launch and Ceremonial Commitment Signing between GPPB officials and SUC Presidents, marking the official start of the National NGPA Caravan. The ceremony reaffirms the collective commitment of higher education institutions to uphold transparency, efficiency, and ethical governance in procurement practices.
