Tagaytay, Cavite, Philippines — Officials from Marinduque State University headed by its University President, Prof. Dr. Diosdado P. Zulueta, are currently holding its Futurescape: Formulation of Strategic Development Plan at Royale Parc Hotel, Tagaytay City which is set to roll from July 29-30, 2024.

After the short preliminaries, Atty, Crispin Francis M. Jandusay-Vice President for Administration & Finance gave his opening message and warm welcome to everyone wishing for a fruitful event and hoping everyone plans the best for MarSU.

It was followed by the presentation of Dr. Diosdado P. Zulueta-MarSU President about the Strategic Agenda 2025-2030 which focused on the short term, medium-term and long term plans for MarSU. He also emphasized his aspirations for MarSU in terms of people, ideas, things.

From the discussion of PDPZ, resource speakers from NEDA pointed out the massive contribution of higher education in attaining the Ambisyon Natin 2040 while CHED OIQAG and CHED MIMAROPA added their aspirations for MIMAROPA HEIs to have high impact outside the national setting by starting from the foundation inside so we can eventually go international.

As we plan ahead, PDPZ also solicited the aspirations for MarSU from Asso. Prof. Raoul J. Magcamit-Vice President for Academic Affairs, who aims for the quality of life in Marinduque, especially in MarSU joining the university world ranking.

Additionally, Prof. Romulo H. Malvar stated that he aspires for MarSU in the international setting where it can employ students as global citizens.

On the other hand, Dr. Ma. Edelwina M. Blasé-Vice President for Research & Extension hopes MarSU enters the global market by having research centers for different programs that could cater to Filipino researchers and foreign countries as well.

Asst. Prof. Marvin P. Plata-Vice President for Student Affairs Services focused his hopes for MarSU students and faculty going abroad through the responsible utilization of Artificial Intelligence and all the perks of digitalization in the country having assisted by technology in all of MarSU services.

Lastly, from the Supervising Administrative Officer, Ms. Erma E. Reyes, being the administrative arm of MarSU, she reiterated that the greatest asset of MarSU is the personnel hence she gears for the institutional meritocracy, PRIME HRM Maturity Level III and full implementation of ROSSS which would fully capacitate the teaching and non-teaching workforce of the institution.

PDPZ also pointed out the approaches and strategies for a comprehensive strategic plan which includes the Five-point agenda, HEART core values, with the right people, right ideas and right things.

PDPZ concluded his presentation with the encouragement saying “Let us come together, build the pieces together” and be one with MarSU.

After PDPZ’s presentation, the Orientation on Internalization Strategies followed which was delivered by Ms. Merigen S. Cafino-Supervising Education Program Specialist, CHED MIMAROPA. She focused on how the internationalization operates to produce future-ready graduates, to improve graduate outcomes and qualifications, and HEI branding credibility/institutional and national reputation. Moreover, she also pointed out the short-term goal is globally competitive human resources to produce ASEAN identity and community while long-term goals entail building of knowledge-based society to produce global citizens which are all guided by the CHED Strategic Framework.

EnP. Sheryll B. Sarabia-Chief, Policy Formulation and Planning Division, NEDA MIMAROPA, discussed the Identification of Strategic Direction, Challenges, and formulation of goals, objectives, and strategies by starting with the discussion of MIMAROPA Regional Development Plan 2023-2028. She highlighted that they want to return MIMAROPA in its original growth trajectory through transformation and sustainable development. She also tackled the goals and targets of the RDP with its ten headline targets such as return to high growth level, reduce poverty, generate jobs, keep food affordable and overall prices stable, ensure food security, provide stable access to electricity, improve access and connectivity, ensure human capital development, ensure environmental compliance, and strengthen disaster resilience. She also highlighted that the salient features of the plan are important in crafting the new plans of the university which would contribute to the Subchapter 4.2 Improve education and lifelong learning component of the RDP.

After that, Ms. Mila Grace Gutierrez-Planning Officer, shared to the group the review and assessment of performance indicator matrix of MarSU for the year 2022-2023 which would serve as the basis of targets for the next years to come.

Workshop per group followed after the presentation according to the five agenda of PDPZ such as instruction, research, extension, production, and governance.
